You have to follow these steps:
1. Create a tax called “California Tax” and then, assign it to California (TheCartPress/Taxes)
2. Create (or edit) a product and set its “Tax” field to “California Tax“
3. In TCP Settings/Tax: set “Tax based on” to “Billing address“
4. Test using a California address
